What this tool does

Bounded, explicit, and local

Text diffs mix formatting with configuration changes. This comparison ignores accepted layout differences but does not resolve interpolation, includes, defaults, environment variables, or application-specific types.

Literal comparison is deliberate

The same section and key are compared by their parsed string values. The tool does not pretend to know a consumer's Boolean, numeric, interpolation, or default-resolution rules.

Presentation remains outside the result

Comment, blank-line, delimiter, and spacing changes are not semantic records. Use a source-control diff when those editorial details matter.
